Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a assumption well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through diplomacy or military means, from believing that the situation will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
