19 of the Russian's 21 titles have been won on hard courts
A comeback Medvedev claimed his first championship for 882 days with success over Frenchman Moutet in the competition title decider.
The Russian, a former world number one, has endured a torrid period, managing just a single victory at the Grand Slams and undergoing a meltdown at the American major.
His varied form on the professional circuit - and struggles with his serving in specific - led to him falling of the top ten and ultimately splitting with long-time coach Gilles Cervara.
Now working with Thomas Johansson and Rohan Goetzke, he has steadily advanced in the recent weeks - climaxing in a closely contested three-set win over opponent Moutet.
This marks the player's maiden title since the 2023 Rome Masters and first on a hard surface after that period of that year.
The win also indicates Medvedev has secured 21 titles at twenty-one different competitions.
"For the first time I am participating in a tournament with my two daughters at once, so to get a trophy is particularly special," said ranked player the champion.
"This victory is in honour of my child Victoria, because the first title I achieved when my older daughter her name was born was for her."
The athlete, the 2021 US Open champion, had lost his past six championship matches, featuring in Halle in the past months.
His defensive strategy and regular emotional displays on the playing surface had caused some to question if his capacity to perform at the elite level was finished.
Yet the player has implemented adjustments in recent weeks, attempting to approach the net and compete positively, backed up by an better service.
Medvedev recovered from a break down in the initial set against the tricky opponent, winning 4 of the last five games to take the lead.
The pair swapped service breaks in the following set before the challenger, bidding for his maiden tour championship, took control to push for a decider.
He saved 4 early break points in a competitive third set before Medvedev secured a break to 15 to serve for the match.
Fittingly, Medvedev earned victory with a rally at the front of the court, with Moutet incapable to control a return after two hours and 38 minutes.
